Polar Regions… Covered by ice and snow; cold; with cute wildlife such as Emperor Penguins and Polar Bears. This may be your image of the Antarctic and the Arctic. If I ask you: Is peace prevalent? Is the natural environment protected? Aren’t there resource conflicts? In other words, is international cooperation prevalent in the polar regions?In order to respond to such questions from a governance perspective, the PCRC was established within GSICS in 2015, originally implementing the MEXT Arctic Research project. Thus, There is a polar bear in the PCRC logo. Director of the Centre, Professor Akiho SHIBATA, has been researching on the Antarctic Treaty for decades, and from November 2016 to March 2017, he went to Antarctica as a member of the Japanese Antarctic Research Expedition, becoming the first international law professor setting foot in the Antarctic. After 10 years of Arctic international law studies under MEXT projects being completed, the PCRC and Prof. Shibata will re-focus on the Antarctic Treaty System, with a 5-year funding grant from JSPS Core-to-Core Program on Antarctic Governance starting from April 2025.The PCRC state-of-the-art research with large funding has also benefitted GSICS’ education. From 2022, for the first time in Japan’s university graduate education system, a course “International Polar Law” was established in the GSICS curriculum. When Prof. Shibata goes to related international conferences, he has been accompanied by enthusiastic the GSICS students thought the credited International Fieldwork program and often with financial support. The students have participated in such Fieldwork program in Iceland in 2022, Finland and Sweden in 2024, and Tasmania, Australia in 2025, which are all “close” to the polar regions! We offer several lectures, seminars, and fieldwork in disaster stricken areas to provide a comprehensive understanding of DRR. Additionally, it encourages students to gain an international perspective through educational collaborations with DRR research institutions (e.g. the Japan International Cooperation Agency (JICA) and United Nations organizations) and universities in disaster affected areas (e.g. Tohoku University in Japan and Syiah Kuala University in Indonesia).国際防災
