一躍注目の的となったグリーンランドにて（2025年10月）In Greenland, which suddenly drew global attention (October 2025)インド・コチ開催の南極条約会議にて（2024年5月）At the Antarctic Treaty Meeting held in Kochi, India (May 2024)President Trump made us realize the importance of Greenland in the context of the Arctic security. How about Antarctica?Would peace in the polar regions prevail? Or would they become the future hotspots of resource conflicts?In order to respond to such questions from a governance perspective, the PCRC was established within GSICS in 2015. Director of the Centre, Professor Akiho SHIBATA, has been researching on the Antarctic Treaty for decades, and from November 2016 to March 2017, he went to Antarctica as a member of the Japanese Antarctic Research Expedition, becoming the first international law professor setting foot in the Antarctic. The PCRC and Prof. Shibata will re-focus on the Antarctic Treaty System, with a 5-year funding grant from JSPS Core-to-Core Program on Antarctic Governance starting from April 2025.The PCRC state-of-the-art research with large funding has also benefitted GSICS’ education. From 2022, for the first time in Japan’s university graduate education system, a course “International Polar Law” was established in the GSICS curriculum. When Prof. Shibata goes to related international conferences, he has been accompanied by enthusiastic GSICS students as credited International Fieldwork program and often with financial support. The students have participated in such Fieldwork program in Finland and Sweden in 2024, and Tasmania, Australia in 2025. Prof. Shibata and his colleagues were in Greenland in October 2025 presenting their research on polar governance. In May 2026, an important Antarctic Treaty diplomatic meeting will be held in Hiroshima, and GSICS students will have opportunities to participate in related seminars. Come join us to study polar governance!Graduate School of International Cooperation StudiesGSICS18グリーンランドが北極の安全保障にとっていかに重要かは、トランプ大統領の発言からも明らかになりました。北極に加えて南極はどうでしょうか。極域の平和はこれからどうなるのでしょうか。その資源を巡って将来の紛争の火種になってしまうのでしょうか。こうした問いにガバナンス的視点から応えることを目的に2015年に本研究科内に設置されたのがPCRCです。センター長の柴田明穂教授は、長年にわたって南極条約研究をしており、2016年11月から2017年3月まで南極地域観測隊に同行して、日本で初めて国際法学者として南極の地に立った研究者です。2025年度からは学術振興会（JSPS）先端研究拠点形成事業に「地球益実現に向けた南極ガバナンス研究」というテーマで採択され、GSICSは日本の南極ガバナンス研究の拠点になります。PCRCにおける極域国際法研究は、GSICSでの教育にも活かされています。2022年より日本の大学院教育では初めて「国際極域法」という科目を設置しています。柴田教授が関連国際学会に出席する際には、GSICS院生も海外実習として、多くの場合旅費補助付きで同行することができます。極域研究らしく2024年フィンランドとスウェーデン、2025年オーストラリアのタスマニアへの海外実習に学生が参加しています。10月には注目のグリーンランドで極域ガバナンス研究の発表をしてきました。2026年5月には広島市で南極条約会議が開催され、授業の一環として、履修学生にも関連セミナーなどへの参加の機会があります。皆さんも極域の国際協力について学んでみませんか？極域法研究Polar Law Studies
